SEOUL, South Korea — The South Korean government on Thursday rejected a regulatory compromise suggested by Uber and vowed a “strong crackdown” on its ride-hailing services.
During a news conference in Seoul on Wednesday, David Plouffe, a senior vice president of the San Francisco-based company, had proposed that South Korea register Uber drivers so the company could overcome legal challenges and continue to operate.

Uber operates in more than 250 cities globally. But it has faced skepticism from regulators, and criticism from taxi and limousine services, which consider it a competitor.
